对外经济贸易大学“211工程”三期重点学科国际标杆建设项目管理办法

一、建设目的

为增强我校与国际先进大学的互动，提高学科的国际竞争力，为未来进入国际排名奠定基础；推动应用经济学进入国内先进水平，并促进相关学科学术水平的提升，在我校“211工程”三期建设期间，特设立重点学科国际标杆建设项目。

二、建设内容

根据我校《“211工程”三期建设方案》所提出的建设任务及我校与澳大利亚阿德雷德大学所签署的合作协议，我校将组织校内部分教师集体参加由阿德雷德大学（澳Adelaide）、墨尔本大学（澳Melbourne），西澳洲大学（澳West Australia），佛罗里达大学（美Florida），匹兹堡大学（美Pittsburgh），普渡大学（美Purdue），莱斯大学（美Rice），南卫理公会大学（美South Methodist University），雪城大学（美Syracuse），加州大学圣塔芭芭拉分校（美 UCSB）这10所大学组成的国际学科竞争力评比俱乐部（Benchmarking  Club）。

三、机构与成员

鉴于我校目前经济学学术队伍较多元化，为实施本学科国际标杆管理，拟成立经济与计量经济学研究小组（Economics and Econometrics Group）。研究小组是一个松散的组织，以经济学学者为基础，向全校教师开放，鼓励具有国际发表潜力和兴趣的教师参与，人员数量控制在30以下人。研究小组将设主任一名，协调人（副主任）一名。日常管理将由副主任负责，包括网站建设，与国外同行协商评比标准，学术档案管理等。

四、活动内容

小组的核心工作是参与阿德雷德大学等10所国际著名大学的学科竞争力评比。除此之外，中心将组织研究方法、发表策略、研究选题、学术交流等方面的研讨会，并促进参与者与国际同行之间的交流。中心将建设独立的网站，每一位成员须将自己的简历及发表记录在网站上公布，以供评比之用。成员所发表的成果应同时标注Economics and Econometrics Group。

五、参与方式

凡对外经济贸易大学正式教职工均有资格报名，学院应鼓励有国际发表潜力和能力的教师积极参与。最终成员将由本项目建设委员会决定。

六、期限

经济与计量经济学研究小组的设立时限为“211工程” 三期建设期间，三期建设结束，研究小组自动解散。

（1）Publication Classifications

n  Journals: AA， A， B classifications from Journal Ranking List (provided by John

Siegfried) (see appendix A). All other refereed and non-refereed journals are

included in the ‘Other’ journal classification.

n  Books: A， B publishing houses from modified Journal Ranking List (provided by

John Siegfried) (see appendix A). All other publishing houses are included in the

‘Other’ classification.

n  Policy Paper: Papers identified as policy papers or written for international

organisations or national governments.

n  Other: all other economics publications.

n  Nec: Non-Economics Journal Articles – e.g. articles in Medical， Law， Engineering

Journals etc.

n  Not included: Book Reviews， Conference Presentations， Invited Talks， Working

Papers， Papers under review and revision， etc.

（2）Compilation Method

n  Benchamarking Includes all publications for current faculty (as listed on Departmental websites in August/September 2007). (Lists of included faculty for each Department/School are available on request.)

n  Used CV or publications list， where available， comprehensive and up-to-date.

n  If a CV was not available for a given person， used EconLit search. (Approximately

80 percent of people included in the benchmarking exercise had online CVs or

publications lists).

n  A random cross-check of EconLit and CVs revealed that EconLit picks up all

books， book chapters and journal articles; and some other publications. Possible

understatement of ‘Policy Paper’ and ‘Other’ classification publications.

（3）Tables for each University

n  Some universities have two tables of results.

n  Generally， Table 1 records aggregate publications， by classification， by year for

salaried faculty; and Table 2 includes publications by Adjunct， Emeritus and

Affiliated Faculty.
